Course description
We discuss the modern domestic and foreign agricultural situation under the WTO (World Trade Organization) system, Japanese agriculture problem and its structural conversion. Specifically world agriculture and food circumstances; food, agriculture, and village policy; the development process of the postwar agricultural administration; the cooperative movement. Additionally we discuss the modern agriculture with a point of view of food system, reveal a possibility and conditions of Japanese agriculture regeneration at 21th century.
Expected Learning
The goal of this course is to understand the basic knowledge and concept about agricultural and food policy, cooperative, food system.

This course is one of the specialized courses common to all schools, and students who are oriented toward social science analysis based on the characteristics of food, agriculture and rural areas are welcome to take it.

Toshio NOMIYAMA teaches the following lecture…
1. Guidance, development of cooperatives in Japan.
2. Types of cooperative and cooperative principles
Students learn how to born cooperative in developing capitalism and globalism, cooperative principles.
3. Activities and business of agricultural cooperative
Students learn the history, development, business, operation, reorganization and problem of Japanese domestic and foreign agricultural cooperatives.
4. Activities and business of consumer cooperative
Students learn the history, development, present condition and problem of Japanese domestic and foreign consumer cooperatives.
5. Cooperation among cooperatives and the future of cooperative.

Masahiro SEGAWA(Ministry of Agriculture, Forestry, and Fishers) teaches the following lecture
6.Situation over agricultural policy
First, we will give the overview of Japanese Agricultural policy after World War II together with world food supply and demand trends which affects food self-sufficiency rate and food security of Japan.
7.Agricultural production and structure policy
Second, Japanese Agricultural Production Structure will be explained
followed by introduction of agricultural production policy such as promotion of export and agricultural diversification.
8.Food safety and food consumption policy
Third, Japanese trend of domestic food consumption will be shown, and
then policies regarding food safety and food education will be explained.
9.Relationship between agriculture and the environment
Fifth, relationship between agriculture and natural environment will be explained focusing on global warming and adaptation.
10.Rural policy
Fourth, problems in rural area in Japan will be illustrated, and the policies related to multi functionality of agriculture and regional development will be introduced.

11.History of agricultural trade liberalization
 Students learn the basic structure and history of agricultural trade liberalization focusing on Japanese agricultural policy since GATT.
12.Japanese "sacred" agricultural categories at trade negotiations
 Students learn how Japanese "sacred" agricultural categories at trade negotiations are formed and its production structures in Japan.
13.Influence of the trade liberalization on Japanese agriculture
 Students learn how the result of trade negotiations influenced Japanese agriculture.
14. Differenciation of agricultural products-One Village One Product movement and "sixth industry" as examples -
 Students learn the creation added value at rural region with examples.
15.View of exporting Japanese agricultural products
 Students learn the exporting Japanese agricultural products with concrete examples.

Assessment/Grading
Three teachers will give their own written homework assignment in last each lecture.
Students might submit the assignments in a week.

Teachers mark the assignments on the basis of 100 points, so the full number of points is 300points. Grades will be given with the full number of points divided by 3.
